# The Case of Kazakhstan

How Kazakhstan built a sovereign, open-source national data lake — Smart Data Ukimet — and used it to power proactive social support, automated business lending, and transparent budget planning.

*Architecture and sovereign public data management based on the experience of the Republic of Kazakhstan*

## Chapter 1. Strategic Context and Digital Public Infrastructure (DPI) Concept

In the era of global digital transformation of public administration, transitioning from disjointed, fragmented departmental information systems to a unified, interoperable ecosystem of Digital Public Infrastructure (DPI) becomes critically important. As international best practices demonstrate, the mere accumulation of data arrays without an established methodology for their cleansing, normalization, and democratization inevitably leads to the formation of isolated information silos. Such fragmentation creates infrastructure duplication, colossal costs for supporting proprietary solutions, and a fundamental inability to form an objective, data-driven picture for strategic decision-making at the national level.

In this context, the experience of the Republic of Kazakhstan represents a fundamental and scalable example of the successful implementation of a sovereign data management architecture at the macro level. Relying on GovStack initiative standards and interoperability recommendations, Kazakhstan realized a conceptual transition from isolated relational databases to a powerful National Data Lake — **Smart Data Ukimet (SDU)**. This complex infrastructural and methodological transition is accompanied by strict legal consolidation of data ownership rights for citizens and the state, the implementation of advanced cryptographic privacy protection mechanisms based on tokenization, and a complete rejection of proprietary technology stacks.

This Knowledge Product is designed to transfer practical experience in designing analytical blocks. The development strategy of the Smart Data Ukimet ecosystem is built around a fundamental rejection of vendor lock-in in favor of open-source technologies, the decentralization of data lakes using the Data Mesh principle, and the seamless integration of aggregated information arrays with highly functional artificial intelligence. The ultimate result of this comprehensive transformation is the formation of a proactive state platform, where deep predictive analytics of big data serves as a reliable foundation for providing automatic social support to the population, socio-economic forecasting, and absolutely transparent budget planning.

Kazakhstan's experience clearly demonstrates that centralizing data from disparate information systems can radically increase the speed of decision-making, ensure the targeting of state assistance, and improve the transparency of service delivery while significantly reducing the Total Cost of Ownership (TCO) of IT infrastructure.

## Querying This Documentation
If you need additional information that is not directly available in this page, you can query the documentation by asking a question.

Perform an HTTP GET request on the following URL with the `ask` and `goal` query parameters:

```
GET https://experience-digital-transform.gitbook.io/experience-digital-transformation/analytics/the-case-of-kazakhstan.md?ask=<question>&goal=<user_goal>
```

`ask` is the immediate question: it should be specific, self-contained, and written in natural language.
`goal` is what the user is ultimately trying to achieve, the reason they need the answer. Sharing it helps GitBook give you a better, more relevant answer. A goal is most helpful when it describes the outcome the user wants rather than restating the question. For example, with `ask=how do I create an API token`, a goal like `automate deployments from our CI pipeline` lets GitBook tailor the answer to that use case.

The response will contain a direct answer to the question and relevant excerpts and sources from the documentation.

Use this mechanism when the answer is not explicitly present in the current page, you need clarification or additional context, or you want to retrieve related documentation sections.
